The supplier itself, not only the buyer, can fall inside a jurisdiction's cybersecurity incident-reporting regime as a covered entity in its own right. In the EU and EEA, Directive (EU) 2022/2555 (NIS2) is the current instrument, implemented through each member state's own national law.

How this market buys

Buyers in this category are typically a country's telecommunications or digital-services regulator, which often also runs the national accessibility-supervision function, a national digital-identity or population-data agency, central government joint-procurement bodies, and municipalities or regional health and welfare authorities running their own case-management and citizen-service tenders. Central purchasing bodies commonly run multi-supplier dynamic purchasing systems for IT consulting, with individual mini-competitions run by the buying organisation itself. Digital-government programmes financed by the development banks add a further channel, where a ministry or project implementation unit buys under the financing bank's rules and the timetable follows the loan agreement rather than a national calendar. The World Bank, the Inter-American Development Bank and the Asian Development Bank are the usual financiers here. The NATO Communications and Information Agency buys in this category on its own multinational track, separate from any national portal.
