Procurement Threshold Calculator

Viran's Procurement Threshold Calculator helps assess public procurement thresholds and the correct notice channel quickly and consistently. Thresholds determine whether a procurement is a small procurement, a national procurement or an EU procurement, and what notification and procedure are required in practice. This calculator is built with Finnish legislation and is intended for use in the Finnish context. The calculator is based on Finland's Public Procurement Act (1397/2016) and related regulations. The calculator starts from the estimated total value of the procurement (VAT 0%). The estimate is calculated for the full contract period and includes options, extensions and other terms that may increase total compensation. This is especially important in service and framework agreements and in situations where procurement is recurring or long-term. When the value is assessed as a whole, the procedure and notice obligations remain aligned with the true scope of the procurement. The calculator also considers the procurement type because thresholds and practices differ between goods and services, works contracts, social services and concessions. Selecting the procurement type gives you the threshold-based classification and the typical notice channel. Common mistakes in procurement preparation include underestimating the total value (options and extensions excluded) and splitting the procurement. Splitting to avoid thresholds is not allowed. It is best to calculate the total value correctly the first time to reduce procedural risk and clarify internal decision-making. The calculator is intended for use before finalizing the tender documentation. Once you know the class (small/national/EU) and notice channel (HILMA, or for EU procurements HILMA from where the notice is forwarded to TED), you can plan the timetable, documentation and competition steps correctly from the outset.
