Italy devolves an unusual amount of purchasing authority. Twenty regions and two autonomous provinces run their own procurement arrangements, alongside a national transparency layer and thousands of municipal buyers. The consequence for a supplier is structural rather than legal: a company watching Italy at national level sees the largest contracts and almost nothing else.

That regional tail is the deepest we have encountered anywhere in Europe. It is also the part of the market where competition is thinnest, because the effort required to follow it filters out most foreign bidders long before eligibility does.

The language picture is less uniform than it looks from outside, too. In the autonomous province of Bolzano, procurement documents are routinely issued in German as well as Italian, which is a reminder that "the Italian market" is a convenient abstraction rather than a single thing.

None of this changes who may bid. EU thresholds and the directives apply the same way they do in Rome or in Rovaniemi. It only changes who ever finds out that the contract exists.
