Public buying there runs at every level of government, and far more of it is open to foreign suppliers than most companies assume. What keeps European bid teams out is not eligibility. It is that the market never appears in front of them in the first place.
That is precisely what worldwide coverage is for. Brazilian public contracts now arrive in the same pipeline as domestic and EU tenders, matched against the same capability profile, and assessed on the same terms as everything else.
The procedure is unfamiliar and the documentation expectations differ from European practice. Those are real obstacles, and they are answerable ones. Never seeing the contract at all was not.
