ESA is an intergovernmental agency of 23 member states, Finland among them since 1995, and it is not an EU institution. It runs its own procurement through esa-star, under its own rules rather than the procurement directives, which is why these calls do not appear in the national portals a supplier watches.

What ESA buys is also broader than the name suggests. Alongside the work you would expect, there is steady demand for software, testing, materials, ground systems and specialist services, bought from companies that would not describe themselves as space suppliers at all.
