Denmark, Norway, Sweden and Iceland sit inside the European rulebook. Greenland and the Faroe Islands do not. All of them are now part of Viran's coverage, and the smallest markets are the least contested.

Viran now covers public procurement across the Nordic region and into the North Atlantic, including Greenland and the Faroe Islands.

The legal picture is less uniform than the region's reputation for uniformity suggests. Denmark and Sweden are EU member states. Norway and Iceland are not, but both are in the European Economic Area, so the EU procurement directives apply to them in substance and a supplier established in the single market competes on the same footing. Greenland and the Faroe Islands sit outside both arrangements and buy under their own rules.

Those last two are the interesting part. They are very small markets by population and disproportionately large ones by infrastructure spend: ports, airstrips, energy, shipping, healthcare logistics and construction for communities where nothing can be procured casually because nothing can be delivered casually. Contracts of real size are issued to a bidder pool that is often extremely thin.

That is the pattern worth noticing across the whole region. The difficulty of following a market and the number of companies competing in it are closely related, and the relationship runs in the supplier's favour once the following problem is solved.

Nordic and North Atlantic contracts now arrive in the same pipeline as domestic and EU tenders, assessed on the same terms as everything else.
