Viran's coverage now extends to Ukraine: one of the most open public procurement systems in Europe, and one of the most consequential markets on the continent.
Ukraine rebuilt its public procurement around transparency, and that openness has held. Contracts are published, the process is visible, and suppliers outside the country can see exactly what is being bought. Reconstruction is being contracted through that same system rather than around it.
What has been missing is reach. The market sits outside the systems a European bid team already watches, so the work stays invisible until somebody happens to mention it.
Ukrainian public contracts now arrive in the same pipeline as domestic and EU tenders, matched against the same capability profile. Whether to bid remains a serious commercial judgement. Seeing the contract in the first place should not be.
