Viran has submitted a response to Norway's consultation on the European Commission's proposed public procurement regulation, focusing on cross-border bidding.

Viran has submitted a response to Norway's consultation on the European Commission's proposed public procurement regulation, COM(2026) 590. The submission was delivered to the Norwegian Ministry of Trade, Industry and Fisheries on 22 October 2026 (case 26/5445).

Norway applies EU procurement rules through the EEA Agreement, so the proposal affects how suppliers across the EEA find and bid for Norwegian tenders.

Viran's recommendations focus on cross-border bidding:

  • Clarify how the proposed European preference rules apply to EEA suppliers.
  • Plan the move from Doffin and TED to the new EU infrastructure as one transition, tested with shared test cases.
  • Pilot the cross-border reuse of qualification evidence before it becomes mandatory.
